If you own a business, a strata complex, or a property with a testable backflow device, you already know the annual test is not optional. What most owners want to know is what it should cost and what they are actually paying for. Our team handles Backflow Prevention Gold Coast work every week, so this guide sets out typical 2026 prices, what is included, and the costs that can come up if your device does not pass.

A backflow prevention device is a valve that stops contaminated water from flowing back into the drinking water supply. In Queensland, testable devices must be registered with your local council and tested at least once every 12 months by a licensed plumber with a backflow prevention endorsement. On the Gold Coast, that council is the City of Gold Coast.

How Much Does Backflow Testing Cost in Australia?

Across Australia, the annual test usually costs $150 to $320 for the first device, with around $199 a common figure. Each additional device tested on the same visit typically adds $90 to $145.

The plumber’s test fee does not change much between cities. What does change is the water authority layer, and it varies by state, so it is worth knowing which rules apply where you are:

  • Queensland: Devices are registered with the local council. The City of Gold Coast and Brisbane City Council both charge an annual registration fee for each device, invoiced separately from the plumber’s price.
  • New South Wales: Sydney Water charges a quarterly admin fee per device, plus a charge if the annual test lapses.
  • Victoria: Melbourne’s water retailers generally do not add a separate admin fee. Lodgement is usually built into the test price.
  • Western Australia: Water Corporation does not charge a separate admin fee but can issue penalties for non-compliance.

So the national figure is a useful guide, but your total annual cost depends on your location and the number of devices on site.

How Much Does a Backflow Test Cost on the Gold Coast?

On the Gold Coast, a standard annual backflow test generally costs $150 to $250 for the first device during business hours. Some providers advertise from around $120. Complex access or larger commercial assemblies can push a single test toward $260 or more.

Here is a typical breakdown of Gold Coast backflow costs in 2026:

ItemTypical price range
Annual test, first device$150 to $250
Additional device, same visit$90 to $145
After-hours loading$100 to $250 extra
Minor repair (seals, springs, parts and labour)$100 to $480
Replacement of a failed device$400 to $1,500 or more
New RPZ valve install, 20mm$1,250 to $1,850
New double check valve install, 20mm$650 to $950

As an example, a commercial site with three testable devices would typically pay somewhere between $330 and $610 for the annual visit, before any council registration fee.

Is Backflow Testing Charged Per Device?

Yes. Backflow testing is priced per device, because each valve is tested, recorded and reported on its own. Most plumbers charge a full rate for the first device and a reduced rate for each additional device tested on the same visit. That is because the call-out and travel are already covered.

Several things change the price per device:

  • Device type. A reduced pressure zone device (RPZD) has more test points than a double check valve and takes longer to test.
  • Valve size. Larger commercial and fire service assemblies take more time.
  • Access. Devices in tight pits, ceiling spaces or locked plant rooms add labour time.
  • Condition. Older or corroded valves may need cleaning before they can be tested properly.

If you have several devices, book them all on one visit. It is the simplest way to reduce your annual cost.

Does the Price Include Council Paperwork?

Usually, but not always, so confirm it before you book. After the test, the plumber must lodge a test report on the State Government’s Form 9 with the City of Gold Coast within 10 business days. Most reputable plumbers include the Form 9 lodgement in their test price.

What is not included is the council’s own annual registration fee. The City of Gold Coast invoices this directly to the property owner, and it renews when payment is received. It is a separate council charge, not part of your plumber’s quote. Check the City of Gold Coast’s current Register of fees and charges for the amount.

Does Backflow Testing Include Certification?

A passing test gives you compliance, not a separate certificate. When your device passes, the plumber records the results on the Form 9 test report, lodges it with council, and gives you a copy. Council then updates its register to show the device was tested for that year.

That Form 9 is your proof of compliance. Keep a copy with your property records. It is useful for insurers, strata managers, property buyers and any council audit.

Commissioning a new device works differently. When a backflow device is first installed or replaced, it must be commissioned and registered. Expect that cost to sit inside the installation quote, not your annual test fee.

What Happens if the Valve Fails the Test?

If your device fails, the plumber must repair or replace it straight away. The City of Gold Coast requires this, because a failed device gives your water supply no protection until it is fixed.

The usual process is:

  1. The plumber identifies the cause, such as worn seals, a weak spring, or debris in the valve.
  2. Where possible, the device is repaired on the spot.
  3. The device is retested to confirm it now passes.
  4. The Form 9 report is lodged with council showing the final result.

If the device cannot be repaired, it is replaced. Replacing a backflow device is notifiable work, so the new device must be commissioned and the council register updated.

Will Repairs Cost Extra?

Yes. Repairs are not included in the standard test fee. A good plumber will tell you what failed and quote the repair before starting the work.

As a guide:

  • Minor repairs such as seal kits, springs or cleaning usually cost $100 to $480, including parts and labour.
  • Replacement of a failed device usually costs $400 to $1,500 or more, depending on size and type. RPZ valves cost more than double check valves.

Older valves are more likely to fail, and parts for some models can be hard to source. In those cases, replacing the device can be better value than repeated repairs.

How Long Does a Backflow Test Take?

A standard backflow test takes about 15 to 30 minutes per device. A property with several devices, or a large commercial or fire service assembly, will take longer.

The water supply through the device has to be shut off during the test. For businesses such as cafes, gyms, medical practices and car washes, it is worth booking early or outside peak trading hours to keep the disruption to a minimum.

Who Can Perform a Backflow Test?

Only a Queensland licensed plumber who holds a backflow prevention endorsement can test a device. A standard plumbing licence on its own is not enough. Testers also need calibrated test equipment, and the Form 9 report must show their licence details.

Property owners should never adjust, bypass or remove a backflow device themselves. Under City of Gold Coast rules, it is a criminal offence to tamper with or remove a backflow prevention device without approval.

How Often Will I Need to Pay for Testing?

Every 12 months, for every testable device on your property. In Queensland, the obligation sits with the property owner, not the plumber or the council. A reminder sent to an old address does not pause your obligation.

Missing the annual test can be expensive. Failing to register or test a testable device can attract a maximum penalty of 20 penalty units, which is about $3,450 at 2026 to 2027 rates. Some councils can apply this to each untested device.

Your recurring annual cost is made up of:

  • The plumber’s test fee for each device
  • The City of Gold Coast’s annual registration fee for each device
  • Any repairs or parts needed if a device fails

Booking the same time each year with the same plumber is the easiest way to stay compliant and keep your costs predictable.

Which Properties Need Annual Backflow Testing?

Testable devices are installed where a business or property poses a medium or high hazard to the water supply. Common Gold Coast examples include:

  • Cafes, restaurants and commercial kitchens
  • Medical, dental and veterinary clinics
  • Car washes and mechanical workshops
  • Strata buildings and apartment complexes with fire services or irrigation
  • Properties with irrigation systems, pools, rainwater tanks connected to mains, or chemical dosing

Standard homes with only a non-testable dual check valve at the water meter do not need annual testing. If you are unsure what is on your property, you can request your property’s backflow records from the City of Gold Coast.

How to Compare Backflow Testing Quotes

A low headline price does not always mean the lowest total cost. When comparing quotes, ask:

  • Is the price per device, and what is the rate for additional devices?
  • Is Form 9 lodgement with the City of Gold Coast included?
  • Is there a separate call-out fee?
  • What are the after-hours rates, if you need testing outside trading hours?
  • How are repairs priced if a device fails?
  • Does the plumber hold a current backflow prevention endorsement?
